To create a user page you need to create an account and log in. If you haven't created an account, you can do so by clicking "Log in / create account" in the upper right-hand corner of your browser window.
After you have created an account and logged in, your user name and a number of other links will appear in the upper right hand corner. If you click your user name, this will bring you to your user page. Since nothing exists yet at that page, you'll be presented with an edit box.
Most UMassWiki policies don't apply to user pages, which means you can post whatever you want (within reason -- keep it R-rated at worst).
If you're not familiar with wiki formatting, print this cheatsheet. (download) It contains the most common formatting codes. And if you're still stuck, ask User:GMorehou for help (contact details on his user page)!
